Our cats had two of these trees and they only went to the top floor to hang out and sleep. I guess everyone has their own place where they feel comfortable.
Maybe if that TREE WAs by a window?? Then the higher levels might get explored to see outside better! But...well, I think you already have a good spot with your nice window.
